Pharmaceutical Import and Distribution in Malaysia

A registered product still needs a licensed importer and a GDP-compliant route to pharmacies, hospitals and clinics. That is this service.

Licensed pharmaceutical import and GDP distribution in Malaysia
Short answer

Registration alone puts nothing on a Malaysian shelf: the product needs a licensed importer and distribution under Good Distribution Practice. RHMI coordinates both - import licensing, customs, GDP-compliant storage and logistics through licensed partners, and setup of the channel that fits the product: pharmacies, hospitals, clinics or wholesale. The registration itself stays with an independent holder, so no single commercial partner controls the manufacturer's market access.

A note on terms: NPRA officially calls the holder the Product Registration Holder (PRH). Throughout RHMI's guides we use the equivalent international term, Marketing Authorisation Holder (MAH) - they mean the same party.

The sequence matters

Outside narrow, specifically authorised exceptions (such as the regulator-controlled shortage routes), nothing can be imported for sale until the product is registered and carries a MAL number. The importing entity then needs its own licence, and wholesale distribution operates under Good Distribution Practice. Manufacturers who plan entry as "find a distributor" discover these steps in the wrong order - usually after the distributor has also taken the holder role. Registration comes first.

What the service includes

  • Import licensing and customs coordination - the licences the importing entity needs, and the import mechanics once the product is registered. The importer of record is a licensed import partner operating under RHMI's coordination; the arrangement is fixed per engagement.
  • GDP-compliant storage and logistics - warehousing and transport through licensed partners operating under Good Distribution Practice.
  • Channel setup - the route that fits the product: retail pharmacy, hospital and institutional, clinics, or wholesale to sub-distributors.
  • Supply coordination - forecasting, replenishment and the operational rhythm between your plant and the Malaysian channel.

The structural point

In the common model, one distributor imports, distributes and holds the registration. Convenient - and it concentrates every lever of your market access in one counterparty. In RHMI's model the registration is held independently, and the commercial channel is chosen - and changeable - on merit. Distribution partners compete for your product; none of them owns your presence in the market. Who the main distributors in Malaysia are.

Frequently asked questions

Can RHMI import our product if a distributor already sells it?

Import and distribution are separable roles, but import runs under the registration holder's authorisation. If the distributor is also your registration holder, their consent - or a change of holder first - is required; if the registration is held independently, the commercial channel can be changed without putting the registration at risk, with import arrangements updated under the holder's authorisation. We assess which situation you are in and sequence it lawfully.

Do we need our own import licence?

No - the importing entity in Malaysia holds the licence. That is part of what RHMI coordinates; the manufacturer does not need a Malaysian licence of its own.

What is GDP and why does it matter?

Good Distribution Practice - the standard governing how medicines are stored and moved. Distribution in Malaysia must comply with it; using licensed, GDP-compliant partners is not optional.

Which sales channels can you reach?

Retail pharmacies, hospitals and institutional buyers, clinics, and wholesale. The right mix depends on the product; that is part of the channel setup work.
