Regulatory & Market Entry Consulting for Malaysia

For manufacturers who need a clear picture before committing money to a Malaysian entry.

Regulatory and market entry consulting for Malaysia
Short answer

RHMI provides regulatory and market entry consulting for pharmaceutical manufacturers evaluating Malaysia: an assessment of which NPRA registration route the product qualifies for, a gap analysis of the dossier, realistic timelines, and a recommendation on how to structure the holder, import and distribution roles. Unlike a pure consultancy, RHMI can then execute the plan as the local structure itself - holder of the registration, and coordinator of import and distribution through licensed partners.

A note on terms: NPRA officially calls the holder the Product Registration Holder (PRH). Throughout RHMI's guides we use the equivalent international term, Marketing Authorisation Holder (MAH) - they mean the same party.

Who this is for

  • A manufacturer with a portfolio and a question: which of these products is worth registering in Malaysia, and in what order?
  • A regulatory team that needs the Malaysian specifics - routes, windows, ACTD, Zone IVb stability - before building the internal business case.
  • A company already in Malaysia whose structure is wrong: the registration sits with a distributor, and the exit needs planning before it is urgent.

What you get

  • Route and eligibility assessment. Which review route each product qualifies for - verification (30 working days, via the ASEAN Joint Assessment), abbreviated (90), the FDA/EMA recognition pilot (60), or full evaluation - and which filing windows apply. Reliance windows are unforgiving: the recognition pilot closes about three months after the reference approval, the abbreviated route three years after.
  • Dossier gap analysis. What your existing dossier is missing for an ACTD filing: local labelling, a CPP where applicable, site documentation, Zone IVb stability data.
  • Entry structure recommendation. Distributor-as-holder, own subsidiary, or independent MAH - costed against control, speed and exit risk for your specific case.
  • Realistic timeline and cost picture. What the whole path to first sale looks like, including the steps after the MAL number that entry plans routinely forget.
  • Regulatory monitoring. NPRA guidance changes; we track it so your plan does not go stale.

Consulting that can become execution

Most consultancies hand over a report; implementing it is your problem. RHMI's consulting is the front end of an operating capability: if the assessment says Malaysia is worth it, the same team executes - registration, the independent holder role, and import and distribution coordination. And if the assessment says Malaysia is not worth it for this product, we say so before you spend the money.

Frequently asked questions

Can you assess our product before we commit to anything?

Yes - that is what the scoping call and route assessment are for. You bring the product, the approving regulator and the approval date; we come back with the route, the timeline and the structure we would recommend.

We already have a distributor in Malaysia. Is consulting still relevant?

Especially then. If your distributor holds your registration, the assessment covers what the change-of-holder route would involve and how to sequence it without disrupting supply.

Do you consult on markets other than Malaysia?

Malaysia is our market. Where a plan extends into the wider ASEAN region we say what we know and where our competence ends.

What does the assessment cost?

The initial scoping call costs nothing. The full route assessment and gap analysis are priced by portfolio size - fixed and agreed before we start.
